Yes you can, but don't go crazy with it. If support thinks you're abusing the ability to make refunds they have the right to remove access from refunds.
However, the time played when you did own the game, will count if you try to refund the game again. Basicaly if you tried it for and hour, refunded the game, bought it a year letter and played for another hour, that would be two hours of play time and you would not be able to refund it again.
Free weekends and shared games also count for the playtime. Shared game play counts for both accounts as well, not just the purchasing account.
The time continues since you last left off, so if you had 1 hour 12 minutes before refunding then when you buy it again it will continue from 1 hour 12 minutes rather than 0. If you're still within the 2 hour refund period then yes you will be able to refund it.
Say I try this game in Steam to see wether I like it or not. If I do, I refund the game and then get a cheaper key in a official reseller. Will be allow yo do that?
If the refund is approved, yes.
With some luck, Steam might even give you extra score on your "refund abuse" counter, so you can reach your goal faster :-)
No one should be buying a game with THE INTENT to refund it.
If you are doing that, you are straight up abusing the system.
