Yes, you can trade Steam games with other Steam users using the Steam trade option.
When you purchase a game you have the option to add it to your library or keep in in your inventory. When you put it into your inventory it will be in the form of an item that you can gift and trade with other Steam users available for trade. Use exactly the same method you would for any card or item trade. There are other sites that offer game trading such as through SteamGifts that you may want to check out. These are good because you get a wide range of people looking to swap games. Always stick to the official trading window that you use for Steam market/trading. Always make sure you are trading fair and that the other person is giving you the promised item at the same time as you are, in the same trade window. Anything else will make you more vulnerable to scams.

You don't. That was never an option on Steam.
Send them directly to whom ever you are sending them to.
This thread was created when the game gift inventory system was still in place. Valve discontinued that May 3, 2017.

Still, even before that, those inventory gifts popping up in threads like this have always been rubbish -- people weren't asking about buying games, putting them in their inventories, and giving them to someone later, it was always about "trading" games from libraries. And that was never possible.
