happen on 2 pcs already and yet on this laptop i not want happen the same
if i know my drivers are good why it need auto update?
i want to simple decide no im fine on my own
If your Direct X is updated to the latest version then Steam isn't actually updating it....it is simply checking to make sure it is updated. And that has been the case for all PC games...even physical games. They all check your Direct X version. I think you are looking for the cause of your issue in the wrong place.

As said, some games require this when you run them, and it is covered in the SSA. You can disable automatic updates for GAMES if you wish, so is that what you want to do ?
It is simply not possible to stop the Direct X check. That is not what you are implying when you mention drivers. Drivers are typically mentioned having to do with your GPU. These are typically updated manually and have no auto check on Steam at all as far as I know.

i say many times my laptop and my drivers are fine they do not need update
i not say i not need drivers i say i not need steam to check and update when i know my self my drivers are alright
but when i will start ARK yet the first time game start will update drivers and this i mention i not want

You can disable automatic updates for games only. And with all due respect, it is you that is not getting the point.
If you want to disable this for games, right click the game in your library and select "properties" and then "updates". Set it to your liking, the top button in that window. Hope that helps.
EDIT..There could be another issue on your PC that is causing problems with Steam, such as problematic software blocking some features of Steam, so they keep trying to update, for example.

Make sure your antivirus program is allowing Steam as an exception, and check your firewall also, just in case.
i want to skip the driver check after install a steam game

Steam is just a huge library that coordinates your games. See it like a link to, for example, F:\Blizzard\Diablo3.exe. Same as you do for normal games without steam, that you klink to the desktop. Steam just automates what the games do.
If a game without steam is installing and will do first a Directx check, and this game would be available at steam, it will exactly do this. If a game without steam will just install without a directx check, and comes later availabele at steam, it will not check for directx.
And to be honest, i had never any problems with this, since steam has it first launch days.
Also my wife is using a laptop, and she needs only help for games without steam.
Never had to help her at steam games.
Don't know what you do wrong, but i think The Giving One has good points what it could be.
The option you want, you must write to every game developer, coz steam just launches the game installer.

For the D3DX helpers themselves there are lots (30+) of versions and the game may be linked to a specific version, it can't use a later version, it needs to be THAT SPECIFIC one. It can't just use the later version.
If a game doesnt use the D3DX helper files, but the main build (8,9,10,11,etc) probably won't run the installer because it only needs that version to be installed (which it probably is).
The only way to check the files is to run the installer. Blame Microsoft.
If you REALLY want to not run them, you can edit the startup script for the game and change the code
to just say
But if the game doesn't run.... you'll know why!
when u buy / install a new game on steam libary it will perfom a first time set up installing drivers like direct x and more
when u start it again after it just start the game
so there u see this first time set up i want to skip
if im aware my pc is good enough it can run this game i do not need steam to mess up my drivers
if any trouble comes up i can very well google my self and find the issue to update on my own
sure some prefere the auto update but a option check to enable/disable be equal to both side
