in order to fix you need to show steam where to install, its tedious but the only way.
Setting>Downloads>Steam library folder then configure to your liking

Please forgive me for this possibly silly question, but can you please elaborate on this statement ? Please post exactly what you see in the library folders options in your Steam settings. Please don't post them all together like this but seperately, if you will.
How many library folders are you wanting to have ? If you have more than one, have you tried to limit Steam to just one library folder ?

The **problem** is that there's a 3rd directory that steam keeps remaking that isn't listed anywhere in steam's "Steam Library Folder" listing, and its path is
G:\games\steam\steamapps\common.
But there's nothing in there. And I've deleted it three times.
With all due respect, it "gets more simple" when you post it just like this above compared to the last post (post number 2) where you put it all together and mistyped a bit and that is why I was asking nicely here as to try to help more. So thanks for that.
Have you tried to move your games folders or steamapps folders from the locations where you want to have libraries and fully uninstalled Steam like this....

afterwards, going through your entire system and manually deleting any leftover folders that may be remaining from this uninstallation, reboot your PC and install a fresh copy of the client ?

It may be a good idea to delete empty registry keys after you do this to make sure everything is clean, but that is up to you. I would suggest that you do delete empty keys before you reinstall Steam.
After all that, create your library folders like you want them and move your game folders to those newly created libraries. You may have to start a download of the games to make the paths and folders before you actually move the ones that you kept to those new locations, you see. I never try to do what you are trying to do, so forgive me if this is not helpful.
