Changing computer

Hi just wanting to know if i login on another computer do my games get transfered or do i have to buy them a again. im sorta new to steam and just wanted to know

Once a game is in your library on your account, you can install the Steam client on any PC you wish, and log into your account on that PC. You have to authorize the PC if it has not been used before to log into your account, and once you do that, you can install and uninstall your games as often as you like. You never have to buy a game again. Games are tied to accounts forever.

Does that answer your questions ? There may be other things like market restrictions that are involved when you use a new device like I have described here.

The Giving One covered it pretty much all, the only thing that could hamper you from playing your games are 3rd party DRMs/services which Steam has no control over anyway.

if i download my games in another computer will i have the same objects and saved data ?(skins and that kinda stuff)

For that you really didn't need to necro a thread from 2015.

Games like WarThunder and PayDay 2 save their items and progress on the servers. So, it does not matter which PC you are playing from as long as you use the same account(s).
