The Steamwebhelper Virus.
Okay, so I use Webroot anti virus. its predecessor Prevx was what my mom used back in the day. Its kick ♥♥♥ anti-virus. So anyways I was playing Garrysmod preparing content and scenes for a up coming machinima. The next day I see a notification saying this file (steamwebhelper.exe) is trying to access your computer.

so I thought, okay its probably one of steams new misc processes. then I try to launch garrysmod and it kept CTD with no error as soon as the startup went black. so I literally try doing every possible fix but nothing. I tried to see of TF2 and CSS would work and no they didnt. I thought maybe it was a source update that went bad?. Then today I just remembered. wtf is that file. so I go onto my Webroot control panel and block the steamwebhelper.exe and it said its a virus. what the hell?!? but as soon as I blocked it. VOLA! Garrysmod works. I thought I would just post this since I saw some people having trouble with the new update and problems with Garrysmod in general. so yeah, Block that Steamwebhelper ♥♥♥♥.

Try and use a decent anti-virus that's listed in a top 10 and premium. Most of these freebies are poorly maintained, riddled at dishing out false-positives and simply skirt over deep-rooted infections.

WeBroot Spysweeper antispyware is on the list...so maybe the antivirus is also problematic with Steam.

Nope. SteamWebHelper got replaced with somw virus. now its hindering my steam. and no Webroot is very good.

If you think the file is a virus you should upload it to http://virustotal.com/ and link us the results.

I would assume the antivirus tells you that. If it actually is a virus it could be anywhere.
But check the steam folder.
Unless that is the real one and the one you got warnings about is someplace else.

steamwebhelper is neither new nor a virus, the reason your system probably isnt running correctly is bad antivirus software hindering memory allocation.

Or you are running the beta client which is having issues with bugs in the newer iterations of webhelper.
Upgrade to VIPRE ANTIVIRUS.

It isn't on the Steam incompatible list and works 100x better than PrevX or Webroot.

I used to use PrevX for a few weeks and it kept breaking non infected software.

PrevX / Webroot do as much damage as a real virus infection IMHO.

I've been using Webroot for to years with steam. I've never had any problems. btw I fixed it so no Im not going to use that.

How did you fix it? Currently having a similar issue, Malwarebytes is blocking all the pop-ups/issues but states they're coming from Steamwebhelper.exe
