State your speed test then.
Just an fyi:
Speed test shows Mb (Magebits) while Steam shows MB (Megabites). It takes eight Mb to make one MB.
Sounds like you are getting a 30 Mb connection, so 30 divided by 9 is 3.4 MB max download speed.
An actual speedtest still helps.
Mine is 90Mb/s and my downloads tend to be about 10-11MB/s.
Did you try a diffrent content server?
Check and make sure you don't have Steam set to throttle your downloads. It is in the settings, under downloads.
Are multiple devices using the network at the same time? Were they downloading anything at the time?
There are far more areas to check before saying it is Steam.
What about checking on if Steam is set to limit your speed? Check your router settings? Firewall, Antivirus?
It isn't Valve's server, otherwise it would be effecting more people and there would be more posting here about the issue.

To download 44GB would take at least 6-7 hours at that speed.
