EDIT...This is at the bottom of the page the good Reboot just gave you.
EDIT...Completely exit Steam and then go inside your Steam folder and navagate to your steamapps folder for this game you are having issues downloading and manually delete any empty folders you find there for games, especially this one you are downloading and getting the error with and try again.
I went into the Steamapps/common folder to check the permissions and see if that was why the disk errors were occurring, and saw that all the queued games (including the ones that had completed downloading) had zero byte files instead of folders.
I deleted one, tried kicking that game to the top of the queue, and it immediately finished downloading and copying over.
Seems that the problem is that instead of a folder waiting for the install it drops a dummy file there and then Steam doesn't know what to do with it.
So just kill the zero or 1 byte files with no extension in your common folder and you should be good :)
