There was much info in those links and also from the links found within those linked pages. What exactly did you try from all that information, please ? Replying with posts like "that did absolutely nothing" really does not give us much to go on here.
Try to verify the game's cache. Do is exactly as it says to do it here.

What is your antivirus program ?
I suggest you fully uninstall Norton and remove all traces of it and get an antivirus program that is not listed.
EDIT..Google "how to uninstall Norton in Windows (your OS)" or just go to control panel and uninstall it from there. Depending on what OS you have.
It never conflicts with it and has a better track record than 9/10 AV products.
I have been using Norton for a while now and it has never caused me any problems with Steam, so any reports are of course anecdotal.
Others are more lucky with it or it's just not working correctly.
Do you want to take my word for it or should I do a search of this forum for Norton as being the problem and post the result here for you to see for yourself ?
EDIT...I am not saying it will surely fix the issue you have, but it is on the list I gave to you already.
The issue must lie in their installation/norton settings then because with the default settings I have had zero problems with Norton and Steam, if it were indeed a universal problem, I would have experienced issues, no? For your average Steam user, disabling their AV suite is likely to cause more problems than it solves (at least in the longterm). Also, the "cancer" in this case would likely be file/file system corruption of Norton files and have little/nothing to do with Steam/Norton inter-compatibility.
I have shown you a list that clearly has YOUR antivirus program on it. It also clearly says to uninstall the program to fully test it if the issue persists.
Does the issue persist ? Then uninstall it and test it again.
Until you remove all knowns in a troubleshooting process, you cannot move on to unknowns if the issue keeps giving you problems. Until you completely remove Norton as a possibility, uninstalling and removing all traces of it and rebooting your system, I cannot personally help you anymore here, sorry.
Again, I cannot promise it will solve the problem. But Norton IS a problem with Steam very often here and is seen as so by many that have had problems that post here, period.
