Steam keeps asking me to update the SAME update.
I am constantly being told to restart steam to apply an update, I have done this so many times for the same update and it just keeps popping up! I'm guessing I have to reinstall steam? I have tried deleting ClientRegistry.blob but it doesn't fix the issue.
Any ideas?

I also cannot open anything in CS:GO, if I right click to view steam profile on people or to sell something on the community market (anything in a drop down that is supposed to open in steam overlay, basically) does absolutely nothing. I have validated twice, and also guessing I have to re-install the game?

Try this..

If the issue still persists, you may have issues with your local Steam files. You may refresh these files without deleting your game files. Please follow this process to refresh your Steam files:

Exit Steam
Navigate to your Steam installation directory. (C:\Program Files\Steam\ by default.)
Delete everything in that directory EXCEPT the following:
steam.exe
steamapps directory (All of Steam's game files are kept here.)
Restart Steam to test the issue

This is what worked for my SO just now. We got this error when she tried to run it.

Simply reinstalling the Steam client fixed it for me. Download the latest version from the website homepage, and install it.

For anyone that gets to this thread that is somhow the top google result
In C:\Program Files\Steam\ (by default) Just delete the folder "package", nothing else
