As long as you make the request within 14 days and have less than 2 hours of playtime, you should get approved for the refund. I have mentioned a few times about not seeing anything in the policy about weekends and/or holidays (today is Columbus Day in the US, for example), but I personally can only assume that as far as playtime goes, ALL days count towards the 14.
When it comes to actually getting your money returned to you, I would assume that weekends and holidays do NOT count, as those are not business days for banks and whatnot, and perhaps Steam also. Not sure if that helps you or not so please ask more if you need to and we can try to help more.
