Googled "Victoria 2 flag government types" and the 2nd result indicated you can look it up in the governments.txt file. I did so, and proletarian dictatorships get communist flags; fascist dictatorships get fascist flags; absolute monarchy/prussian constitutionalism/HM's government get monarchy flags; and bourgeois dictatorships, presidential dictatorships, and democracies get democracy flags.

In the future, try Google first. If that doesn't work, Paradox has its own forum[forum.paradoxplaza.com] you can ask questions at.

The link that the good Snapjak gave you is where you should be posting about this. That is why he or she gave it to you above. This is help and tips for Steam issues and not game-specific issues. If the game will actually play and run, you need to go to the game forum for help on anything else.

EDIT..IF there is no discussion that you can find concerning your issue after searching the game forum, then post one there.
