My steam is messed up please help. =)
Everything is broken in my steam program. I am posting from a browser right now.

I can't post to forums or anything because the "Post" button is broken. A lot of icons that I can click are broken, and I cannot click them. Get random picture icons of games or people's avatars in random places.

Trying to post to forums has given me some gray hair.

Happened a week or two and it's driving me crazy. Please help, and thank you.

Deleting my comments to keep the thread small.
Things I've tried that haven't worked:
Refreshing files.
Moving steamapps, deleting steam, reinstalling, and moving steamapps back.
Went to safemode w/ networking and it looked the same as in the pics.
Uninstalled/reinstalled in safe mode w/ networking.

Refresh Your Steam Files

Follow all the steps in the guide below and see if that fixes it.

If a refresh did not help, the perhaps uninstalling Steam and then reinstalling it can help. WARNING...you need to follow this page so you do not uninstall your games by mistake if you decide to do this.

In step 2, you are told to move the steamapps folder to keep your games.

Navigate to where Steam is installed and delete everything except 'steamapps', 'userdata' and the Steam(.exe) file. Launch Steam and it will update, re-login to your account and hopefully Steam will be running much better. I do this ever few months to keep the client running faster.

No, I do it all the time. Games are stored in the steamapps folder and all user account info, saves and screenshots are in the userdata folder.

Have you scanned your PC for viruses and/or malware recently ? Try this to maybe give us some direction to take this and hopefully help you out...

Boot your PC into safe mode WITH networking and try to log in on your Steam account again. See if you notice any changes or improvment.

Above, I said I scan it every night. I'll boot in safe mode though be right back!
Safe mode WITH networking, please. THAT was the suggeston I was talking about.

I suggest you back up the steamapps folder at this point and fully uninstall Steam before reinstalling it. I am not sure what is going on there with your issue either, but it sounds like a corrupt installation or malware or a virus. Just because you have scanned does not mean you have found the infection if there is one of course.

You should be able to do what I have suggested here in safe mode WITH networking. Uninstall Steam before reinstalling it. Back up the steamapps folder or you will uninstall your games also.

Yes. I listed everything up top that I've done so people don't have to scroll endlessly through my excess posts.
Also I uninstalled and reinstalled in safe mode w/ networking and it didn't work.

This fixed it! Thank you!! And thank you everyone who helped as well. I can now use forums and nothing looks messed up anymore.

Tried, still does not work for me. Restarting my steam does nothing, restarting my computer randomly does nothing. seems to work when it wants to. Sits with loading icon in corner just spinning forever.
