But to answer your question, there are external programs you can purchase that use non game controller in a game. xpadder for example.
I wrote some stuff but where he wants the action set to be blank you'd populate it with your Minecraft controls:

There's the command steam://forceinputappid/[APPID] e.g. steam://forceinputappid/367520
It will force on that APPID's controller layout and it'd be used in games, at desktop, in BPM.
The Guide Button Chord layout will continue to function as normal.
To reset to auto-switching layouts, run steam://forceinputappid/0
To use them in a batch file:
(It's not clear to me what you've been doing / what stage things are breaking (e.g. you've added the launcher but are finding Steam doesn't track it? Steam tracks the launcher but doesn't track the actual game? You've been trying to add something other than the launcher?) but I've made an assumption and will leave the following, might turn out to be something you already tried ¯\_(ツ)_/¯ ...)

It looks like the tool UWPHook helps to do what those guys did manually.
For another option, I've seen the suggestion to use the old MC launcher which'll be easier to add to Steam:

OMG thank you so much this is SUPER helpful for other stuff I've wanted to do as well! It's literally the perfect solution. I don't even have to click anything on screen to switch.
It's modded Minecraft (I've already played vanilla Bedrock to death), and it seems like it has to be launched with cursedforge (there's probably some config stuff I could do to launch it from Steam I guess). I could probably get it to launch properly somehow, I'm sure, but I'll stick to action sets for now.
