Bought but failed to download a game
I paid for a game, redeemed my product key, but put off actually downloading the game for until I actually upgrade my computer. Now, even if I get a new key, Steam will not register it, saying that the game is already in my library.

Now I have no way to actually download the game.

Anything I can do, or am I just gonna have to wait until someone gets back to me from email support? I already filed a complaint yesterday afternoon, and still have yet to hear back.

what are you even saying. I hope for your sake, that you don't mean to say you don't know how to "download" a game on steam.

Go to library, find your game in the list and download it. When you redeem a key the game goes into your library permanently, and then the key is useless.
Go to your library, search for the game and install the game.

Well, here's a screenshot I have on Dropbox, of what I'm assuming is my library:

The game in question is Ni no Kuni II: Revenant Kingdom, but I'm not seeing anything that says "Install", even under "Links".

Am I in the wrong place altogether?

Should also mention that I actually bought the game on Humble Bundle, since it was on discount there. I'm looking at the instructions there...

Click Install Steam
Download and install Steam
Login with your account details
You'll find your games ready to install under the Library tab

That is not the correct area. You need to go to the "library" on your Steam client and install from there or you can go to the store and hit the install link and it's download from the client.

You see the 'install steam' prompt in the upper right corner of your screenshot? Do that. After you have installed the Steam client and log in there, you will have a library tab where you will find your game.

Okay, I can see them in the program. Will come back if there's a problem installing after I upgrade my PC.

Try reading the achievement's description instead of assuming.

OP: I hope that this problem has resolved itself. Notably: be sure you're on the correct Steam account if you have not been able to find this game on the one you've posted from. Many many people firmly believe they have only one, but in almost 100% of the cases we see of "my games are missing" they're simply on the wrong account.
