Of course, if you are saying you're just changing region via region hopping when you actually haven't moved or gone on holiday or whateverm, you should NOT do this. It's a clear breach of the rules you AGREED to.
Unless you have a payment method and an address in that region it can't be done anyway.
If howeevr, you mean the game is BANNED from purchase in the country you're going to then it's irrelevant. Only the PURCHASE is banned, not the playing of. And as you bought it in another country, it doesn't apply.

So even if you are currently in a region where the game can not be played you just have to wait 90 days from the day you added it to your library.
After that it will work anywhere in the world.
