Unofficially, if you disconnected Steam Guard first and then gave someone your username and password, how would Valve ever know?

Other than that, as long as the user has the correct account name, password, and access to the steam guard codes, they can log in whenever they want.
Removing the steam guard protection will make it easier for that user to log in to the account. It will disable some of the community features but access to the games will not be hindered.

That's not officially allowed since your account is not transferable, but you can still do that.
If you think your gonna pass away, unlink your Steam Guard and give your username and password to whom you wish to leave it to.
JUST DONT ADVERTISE THAT YOU'RE DOING IT.
