Game help with a puzzle in game.

So i tried asking on the forum, but the forum for the game is pretty dead, so i am asking here. Can anyone help me with this brail cypher in the game? I thought perhaps it was numerical, but the words do not make sense that i tried making with it. So anyone good with cypher puzzles?

I may ask again as there are 4 of these in the games. Here is the screenshot of the puzzle:

Before you ask, why not ask on the game's forum, i already did. So far no one has answered me except the developer of the game, and they said i need to figure it out. Been working on it for 3 hours so far. So any tips, and if you can figure it out, can you hint me on how to do it? Thanks

I only recognized it as braile courtesy of the regi quests from Gen3 Pokemon. :P

Thanks. Never played gen 3 pokemon. Anyways, i checked out the wiki pages and wrote my own guide about it on steam since those pages may disappear someday. The game is not that active even if it is new.

Nah, it's all good. All the info I provided, I found just by googling the game name + puzzle. Lol
