Because you are over 2 hours in that bundle, you can't refund the bundle, either.

You can only refund the entire bundle and the games included in it, BUT you are over the refund limits, which are WITHIN 2 weeks of purchase AND with LESS than 2 hours playtime.
Inscription 8 hours, 6 hours over the playtime limit, purchased July and over the limit for number of days.
For Buckshot Roulette, only launched it last night which will record time as the exe was run, purchased July and over the limit for number of days.
Exceptions exist, yes. However, other people getting an exception doesn't mean you will be granted one as well.
I would suggest that next time you play both games within the refund window. And in this case you actually try to post in the game hub for troubleshooting help. The game works fine, just saying.
Keep in mind that it's your own responsibility to ensure you follow the policies. If you play a game way outside the policy, you certainly shouldn't be expecting a refund.

1. Submit a Refund Request and Explain the Situation
Even if you don’t meet the 2-hour or 14-day refund window, Steam does allow refunds in some cases beyond these limits.
You can request a refund for Buckshot Roulette specifically by going to the Steam Support page, selecting the game, and explaining the situation in detail. Emphasize that:
You haven't played Buckshot Roulette at all.
The game is not functioning (doesn't launch properly).
Your playtime on Inscryption shouldn't affect your refund request for Buckshot Roulette.

And suggesting a chargeback? Over a one dollar game, no less? You really should stop giving "advice".
You either refund the whole thing or not at all.
But as you're WAY WAY outside the 2 weeks window, you wouldn't stand a chance anyway.
You need to understand that terms aren't a suggestion - they're hard and fast agreements.
And as for that person above who has written quite a lengthy post, DO NOT EVER do a chargeback unless you want your account freezing completely.
