Select servers on the other side of the world. Servers closer by can actually be congested, resulting in slower speeds.
Speedtests tends to show speeds in Mbps (Megabits per a second) as that is what ISPs advertise in.
Steam displays speeds in MBps (Megebytes per a second).
It takes 8 Mb to make one MB.
So a speed of 85 Mb is about 10.5 MB/s download speeds.
You can set Steam to display speeds in Mb in the settings.
So, the only way to download faster would be to pay your ISP for faster download speeds, if they offer them. If not, look into another ISP if possible.
