Weird thing is the original post on Yooka Laylee started on AUGUST 22nd. That is well before today's maintenance, so it has been happening for some time. Today's maintenance just made it worse for some reason.
Recently, the following games were fixed:
Analogue
Armello
Divinity: Original Sin
Hate Plus
Slime Rancher
Squad 44
If you check on SteamDB, all of these had to remove an outdated depot with soundtrack files. This seems to be because of a bug in which the client will attempt to download these files despite them being inaccessible and out-of-date. See more information from someone else's debugging here:

I contacted a developer whose game was affected, and they said Valve has not notified them about it or acknowledged it. They are currently talking to Steam's developer support about it in hopes that something can be done on a larger scale.
If a game you own is impacted, and you have an appropriate way of contacting a developer about this directly, that might be a good idea, as it seems that individual fixes are possible. From the sound of things, this issue was completely unexpected for developers, so have some patience with them as they iron things out.
I don't know what exactly Valve did to break this or whether they even know about it. If developer support is anything like customer support, then it's not just us who might be in for a rough ride.
I'm currently still having issues for Divinity: Original Sin - it's the Enhanced Edition, so maybe Classic had it too and was fixed, but EE still isn't working for me.
Among Us has also joined the list of broken games now.
I'm sorry to hear that. I don't have the game, so I was going off what I saw on SteamDB and the forums. It might be worth doing a clean install (if applicable) or going through the FAQ steps again since the client still has to synchronize the changes.
Which one?
The OG Yooka Laylee JUST did this on my system a few minutes ago. It has been installed this entire time. This is bizarre, I haven't even run this game in forever but it has been installed the entire time.
And yes, I tried the fixes.
Added The Eyes of Ara to the list.
Also moved Portal: Lost in Aperture to the list of titles I've seen affected on my own systems. Can't even get it to install.
For most of these I've been able to delete and reinstall. Portal: Lost in Aperture is the current exception.
