Content Configuration Unavailable
Starting today I've started seeing games I haven't played in a while showing up on my downloads/update screen. Attempting to update them starts the process, but then the games just go back into the "scheduled" section of downloads. All of these games display the error "Content Configuration Unavailable." Verifying cache integrity doesn't resolve this.

Games I've seen this on so far (updating list as more appear):

Analogue: A Hate Story
Armello
Divinity Original Sin Enhanced Edition
GRIS
Hate Plus
Pizza Tower
Portal: Lost in Aperture
SkateBIRD
Slime Rancher 1
Virginia
Yooka Laylee 1

Additional reported affected titles (I have not experienced these ... yet)

Among Us
Fall Guys
Rocket League
Squad 44
The Eyes of Ara
Croixleur Sigma
The Low Road
Payday 2 Standard Edition
Skeleton Dance Party
X-Com 2
A Dance of Fire and Ice

Anyone else experiencing this? If so, what game(s)?

Possible fixes/workarounds that have worked for different people on different titles.

1) Complete uninstall and reinstall. Works on some titles, not others. It didn't work for me on Portal: Lost in Aperture for example but worked for every other game above I personally experienced.

2) From Legless1000 - "I've found a temporary solution - go to the Steam menu, go offline, launch the game and then go online. It seems to void the download and makes DOS playable, but I can't speak for any of the other games." I tested this myself and it worked for allowing me to play games but when returning to online I was still unable to update. Definitely useful if you just want to get into the game now and play.

3) From Ghostly Blues - "I found a partial solution to this at least, can't say if its permanent yet but I swapped to a 2nd account after adding it to the family of my main account and through family sharing on Steam, I installed the game (The Low Road) which wouldn't install on my main account and it let me install it on my 2nd account!"

I've got the same problem with DOS, I've tried the fixes suggested (deleting appinfo.vdf), ect, but the download just keeps coming back. Any help would be welcome.

EDIT: I've found a temporary solution - go to the Steam menu, go offline, launch the game and then go online. It seems to void the download and makes DOS playable, but I can't speak for any of the other games.

Another solution that worked for Armello for me, Uninstall it and then download it instead of just the update, failing that look here: https://steamcommunity.com/discussions/forum/1/4423184558848916089/

That's what I did for all affected games so far. I've seen a few threads here and on reddit of people who weren't able to (re)download, but I didn't experience that particular issue.

This is now happening to Analogue: A Hate Story and Hate Plus.

If there haven't been any actual update to the games, then this tell me there something else going on, or courrpted files for client. Try running Steam as admin just quick test.

If doesn't work try this on the client, clear download via settings 1st, now shutdown client, once done head to where Steam installed, delete everything except for these two Steamapp folder, and steam.exe file then run steam.exe, see if you're able to do download.

Also ensure don't have anything messing with read & write permissions for the client, or game files. If using VPN/Proxy that could cause problem, if using custom firewall ensure that isn't issue either.

I'm having the exact same issue with these games out of nowhere:

Analogue: A hate story
Hate Plus
Pizza Tower
Fall Guys
Rocket League

Seeing as others are having the same issue here with Analogue it must not be a coincidence. Something weird is going on with Steam.

It's, unfortunately, not a simple issue unique to one system. It is happening on multiple systems, and there are multiple threads both here and on reddit highlighting the same problem with the same list of games despite impacting many different users. All of these threads popped up around the same time too.

Just checked Pizza Tower and Rocket League. Rocket League actually downloaded something and updated. Pizza Tower, however, is also having the issue.

You're right there is more people having it, and it's a hard curve ball that because today tuesday server maintenance day on steam, there possible issue on server backend such as API, or unable connect to server that containing the files needed, or something else wrong with API itself to process the connection to verify, or download anything updated related.

But I check more see if anything pop up, other thing I can recommend checking is switch download server to whole another region, like if in EU connect to NA server like Canada toronto, or etc. Another long shot in the dark is using VPN to test basically if from EU connect to NA, and do update if it works then this points to server issues in your region.

Also seems to be happening on the original Yooka Laylee too.

OP, you might want to add this game to your list. This is on steam's network ending. Earliest post about it starts on August 22nd.

Agreed. This is on steam's /Valve's end. Something got borked there.

Tested that game download just fine, not sure for update as I download, not had it pre installed for update trigger. Just wonder if this a region issue.

I had couple other games trigger for update all worked except for one game vampire survivors which gave me disk error, fixed it just by running repair via steam settings on the drive it on, and fixed the issue for updating it.

Still, check that link i posted. People are complaining about it on that game. So it is happening, just not to everyone.

If verifying it fixes it, than yea, that is a simple fix.

I did, just not sure if this is a certain region server issue, or today having a major issue going on due to server maintenance day.

I recommend people that having issue send ticket to steam supprot, the more that report the more liekly someone at valve have to look into it to figure it out.

Yea, could be all related due to a world region, or where they got their game from, if like for example a third party site, or which operating systems they are on. At this point, we don't have enough information to find out what is going on. Best is to do what you said Dr. Shadows and report this bug to steam support.

This could even be some kind of anti theft thing that steam put on itself to find out who got the game illegally.
