Report a translation problem
EDIT: I've found a temporary solution - go to the Steam menu, go offline, launch the game and then go online. It seems to void the download and makes DOS playable, but I can't speak for any of the other games.
That's what I did for all affected games so far. I've seen a few threads here and on reddit of people who weren't able to (re)download, but I didn't experience that particular issue.
If doesn't work try this on the client, clear download via settings 1st, now shutdown client, once done head to where Steam installed, delete everything except for these two Steamapp folder, and steam.exe file then run steam.exe, see if you're able to do download.
Also ensure don't have anything messing with read & write permissions for the client, or game files. If using VPN/Proxy that could cause problem, if using custom firewall ensure that isn't issue either.

Seeing as others are having the same issue here with Analogue it must not be a coincidence. Something weird is going on with Steam.
It's, unfortunately, not a simple issue unique to one system. It is happening on multiple systems, and there are multiple threads both here and on reddit highlighting the same problem with the same list of games despite impacting many different users. All of these threads popped up around the same time too.
Just checked Pizza Tower and Rocket League. Rocket League actually downloaded something and updated. Pizza Tower, however, is also having the issue.
But I check more see if anything pop up, other thing I can recommend checking is switch download server to whole another region, like if in EU connect to NA server like Canada toronto, or etc. Another long shot in the dark is using VPN to test basically if from EU connect to NA, and do update if it works then this points to server issues in your region.

OP, you might want to add this game to your list. This is on steam's network ending. Earliest post about it starts on August 22nd.
Agreed. This is on steam's /Valve's end. Something got borked there.
I had couple other games trigger for update all worked except for one game vampire survivors which gave me disk error, fixed it just by running repair via steam settings on the drive it on, and fixed the issue for updating it.
Still, check that link i posted. People are complaining about it on that game. So it is happening, just not to everyone.
If verifying it fixes it, than yea, that is a simple fix.
I recommend people that having issue send ticket to steam supprot, the more that report the more liekly someone at valve have to look into it to figure it out.
Yea, could be all related due to a world region, or where they got their game from, if like for example a third party site, or which operating systems they are on. At this point, we don't have enough information to find out what is going on. Best is to do what you said Dr. Shadows and report this bug to steam support.
This could even be some kind of anti theft thing that steam put on itself to find out who got the game illegally.
