the download speed decreases a lot during the installation of rdr2
So basically i put rdr2 to install like 2 and a half hours ago and it started with downloading 90mbps. I go afk then when i come back i see that it started downloading with 30 mbps even if i dont have any other app open other than steam and discord

If you don't want to slow it down that much then you need to disable all the Offloading settings.
By default the network controller throws a lot of tasks considering network packet processing to the CPU. This is called Offloading.
Your CPU is mostly busy with the installation process, so getting extra tasks slows down installing and the installation process slows down downloading.

Secondly you also need to disable bitlocker, which makes the cpu encrypt stuff before writing them to disk, which is an extra task.

If you're downloading to a SSD then try disabling write cache for it.

False. I have BitLocker enabled and am not slowed down, on a M.2 SSD with gigabit fiber.

I assume you're referring to some higher context.
That just means false for you.

AMD CPUs have what they call fTPM. (firmware TPM), which is different from Intel's Platform Trust Technology.
AMD uses the whole CPU for TPM processing. They released a firmware patch last year somewhere to reduce the amount of stress this causes, because people were experiencing whole frame drops.

The second issue is that copying to disk is less instant. SSDs are known to slow down by 60% when bitlocker is enabled if fTPM is used for TPM processing. The impact is a lot less when a dedicated TPM processor is used.

Intel's issue is that it offloads the tasks for downloading through steam onto an economic core and powers it down, which is why the slowdown happens and it is more severe on intel processors, but for a different reason.
