It could be just the usual server/net issues, or it could be something. Really hard to tell. BUt generally all you can do is deal with it.
Ofttimes, when the net is busy, you will lose access to functions. When sales are on (as they will be in a coupleo f days) then you will likely see your inventory not show up, friends lists drop in and out, trades not appearing, store page not disaplying correctly, or bounding back to the top page, and so on.
The best you can do I find, is to leave things like administration or anything esle other than playing games until as late as you can leave it.

I wouldn't be surprised if Valve divest their data so that certain functions are on one server, and another function on another and so on. It would certainly explain why when there's congestion only certain functions tend to drop out.

Please try the following steps to clear your Steam browser cache.
1. Open the Settings panel in the Steam Client by selecting “Steam > Settings” from the top left menu.
2. Select the Web Browser tab.
3. Click on "Delete Web Browser Cache" and then select "OK" to proceed and re-test the issue.
