So this is reallly weird. The giphy command stopped working for me. I can use it in a steam chatroom, but in a private message it just does nothing. has anyone experienced that before?

It comes and goes sometimes. I just tried now and it's working for me. That's not to say won't work later when trying it again.

Saw another thread going on about this.

It could be just the usual server/net issues, or it could be something. Really hard to tell. BUt generally all you can do is deal with it.

Ofttimes, when the net is busy, you will lose access to functions. When sales are on (as they will be in a coupleo f days) then you will likely see your inventory not show up, friends lists drop in and out, trades not appearing, store page not disaplying correctly, or bounding back to the top page, and so on.

The best you can do I find, is to leave things like administration or anything esle other than playing games until as late as you can leave it.
You're referring to my thread, in which I said it's been ongoing for days, both in the browser and in Steam. No net issues here. Works in a chatroom, same as OP

Just to be clear, when I said net issues I did NOT mean anything your end. It could be anything server related somewhere. It depends on how they store their data.

I wouldn't be surprised if Valve divest their data so that certain functions are on one server, and another function on another and so on. It would certainly explain why when there's congestion only certain functions tend to drop out.
From steam support, which worked for me:

Thanks for contacting Steam support.

1. Open the Settings panel in the Steam Client by selecting “Steam > Settings” from the top left menu.
2. Select the Web Browser tab.
3. Click on "Delete Web Browser Cache" and then select "OK" to proceed and re-test the issue.

If this doesn't help, please go through our Troubleshooting Network Connectivity article for probable fixes even if it seems like your network is functioning correctly.

We also recommend visiting our Required Ports for Steam article to ensure the required ports for Steam are open. Additionally, our diagnosing and reporting network problems article has information that will help you self-solve different network problems you may be experiencing.

Please let us know if you're still experiencing this issue after completing these steps.
