steam takes long to open
whenever I try to open from anywhere except the tray icon, (this includes game shortcuts) it takes a minimum of 15 seconds. When i use the tray icon it is instant.

I have searched for a solution and almost all the fixes are: "start amd external events utility". It was already on and restarting the service doesn't fix the issue.

I have tried starting in save mode with networking. This did fix the issue, but some of my devices, (including wireless network card) didn't work in safe mode.

I have had this issue before and I fixed it by updating windows. But now, a week or 2 later the problem came back.

If you started in safe mode with networking and it fixed it, then it is some software on your computer that is causing the issue for certain.

Now you need to find out what it is. It's likely either some security software (such as your antivirus being a bit over zealous, and you need to make excpetions for steam), or some other crapware that is doing it.

I have uninstalled my anti virus, but that did not help. I have no idea what program could be causing this. I have also reinstalled steam

Well, reinstalling steam won't do anything as stated. It is something on your system causing this issue. You need to track dowen what it is.

Your best start is to first look at what things open when you start your PC. Look under your startup programs.

Also, go to your task manager and check everything that's open you may have to google several processes to find out what they are.

It's going to be process of elimination, one by one.

after disableling all startup programs in task manager and disableling all services except microsoft ones in ms config, steam still has a delay

I have looked at the log files in the steam folder and found that in steamui_system it says: "CSteamUINetworkController::OnNetworkDevicesRefreshed: mark dirty" a few hundred times. it also last for 12 seconds, wich is about the delay that I am getting.

Hmm, it shouldn't as I regularly use an external TV.

Might be some setting with your graphics card or display setup under Windows.
