For me it seems its an issue with the internet provider i have on my home network, i connected my PC to my phone internet which has another internet provider and the issue went away and i can access the store page so i'm really confused :/
Just proof one thing only, a ISP have a issue in the partners partner of your ISP.
If this was your own ISP you will not get VPN to work at all. if you can't get past own ISP problem area.
Contact own ISP, i doubt steam will fix it, or Contact your ISP and there partners partner for whatever the problem is.
And Technical , i dont care if this is a DNS or route issue or whatever DHCP issue your ISP issue is.
Most get a DHCP ip.adr and DNS from own ISP and most have router that point at this. So gateway is there.
ps.
Dont forget old advice reboot router, if ISP have change a network or upgrade it, reboot pc when wan led light is on, or wait atleast 3 to 12 minute max.
if this dont solve itself, do contact own ISP.
i doubt change steam DL willl help at all here.
also look like US regione only. ( with them ISP's, into steam ) depend on each user into steam diffrent US steam server, if you even can get other zone. ) Change DL zone will not help if you can't get past region issue.
You can of course google if there's reports of outages in your area or just contact your ISP.
