What do you mean you "don't know how" to play with mouse and keyboard? It should be the same on a laptop as it is with any other PC, although for games you'll be more comfortable plugging in an external mouse, rather than trying to use the trackpad.
PC games will respond to mouse/keyboard right off the bat, because it would be difficult to change the settings if they don't. Very few games will only support controllers, but the shop page tells you that.
If you don't know what keys do what -- I don't have a lot of experience with mouse/keyboard controls, but games will generally have some form of settings page that will either tell you the keys, or give you the option to change them while also giving you the current setting.
Or better yet, Is there a controller compatible with a cheap laptop?

Logitech F310. It costs 20 us dollars. Works for alot of steam games except pinball games. It is buggy with pinball games.

The problem with only playing keyboard and mouse is that some games now require a controller.
As long as your laptop has a free usb port, you can plug the controller into it, the logitech f310 will work fine. BE AWARE the controller is not very sturdy and can break in a year.
