I'm confused about what you want? Are you looking for your friend on steam? What do you need the password for....your account, your gmail???

If your friend doesn't know his own username and doesn't know what email he used and can't check any of his emails to find previous emails from Steam (which if found would both identify which email he used as well as what his account name was), then there isn't much to do. I don't remember if account recovery allows using your phone number as a recovery option or not, but, I'm well, presumably they already tried using the readily available account recovery options and went through the entire list of everything they could use before giving up. Right?
