Well, technically Steamguard is only interested in one specific cookie (or maybe it's a few more, I don't know the details). You can delete all cookies except for those -- or just none of the Steam cookies to be on the safe side.
Either way, the "new device" is "device"-specific. Your Steam client should still be authorized and not have a cooldown.
it is a bogus restriction easy to fix.
They are completely separate.
Internet Cache / Temp Internet Files = the images and html files that make up a website.
History = things u type in address bar, and history of each link visited.
Cookies = data u wish websites to remember, such as usernames, passwords.
Also how are you deleting such info, the names of each may differ from app to app. However one thing usually never changes name and that is cookies. If u want websites to still remember u after u clear out temp junk, don't remove the cookies. Such as in CCleaner for example, you will want to untick the Cookies options for an installed browser you use.
If an app u use for clearing out such info, or the browser has a separate options for "Cookies" and "Passwords" then untick both of these options so u do not remove that data.
If a browser has a hotkey for clearing out your temp/browser files, then be mindful of what it is clearing out, as it could be clearing out everything if u are not given an option when using such method. I always use and suggest CCleaner for such things, it supports all the major browsers. IE, FF, Chrome, Opera, Safari.

That's what cookies do. They remember you. It's a very basic, common function of a browser. If you delete them, you will be forgotten.
