Remote Downloads?
I think I may know the answer to this but just in case I don't....

I would like to download a game in my library remotely by using the Steam app when I am away from the computer such as being at work

I am aware that I would need my PC to be on and probably Steam loaded and running too?

The game has not been released yet and wont be until tomorrow at around 4pm (Stalker 2) and It is in my PC steam library. It is not in my Steam app library and I presume this is because it hasn't been released yet. I am also thinking that when it is released (around 4pm) it will be added to my Steam app library allowing me to remotely download it to my PC via the app.

Am I correct in thinking this?

Do I need to do any additional things to my Steam settings on my PC and/or in my app?

I do not recommend this as wherever your downloading the game to, that network could be compromised. For example, your boss at your workplace may be aware of what is on your pc, or it could be compromised by a hacker. I suggest not doing this. You could lose your steam account or, if your boss knows, they may even fire you from your job.

Also, your work pc may have adminstration blocking stuff on it to install stuff on them. This happens alot when i downloaded stuff at my college to play games. They have a program called icewall that basically makes it impossible to download anything on the pc for long.

The app is on my phone and the app has an option to remotely download games in your library that is on your pc so no need to to use any work devices.

What I need to know if the procedures above would allow me to remotely using the Steam app on MY PERSONAL mobile phone to MY PERSONAL pc

Have not tried this myself but you may be able to run the Steam Link app which essentially streams your Home Steam session to your smartphone. You can think of it as connecting your smartphone and using it as a monitor and input device via a very long cord to your home PC. Provided your cell service provides sufficient streaming bandwidth, you can install or even play games remotely.

As long as your PC is on and Steam is running you don't need anything else.

Just make sure the game has released before you download it otherwise it will preload and you'll have to wait while it unpacks when you get home.

I've just tried downloading a game onto my PC using app and it worked but that is me being in the next room but from 10 miles away that might be a different story. I will find out tomorrow. Not really a big deal if it doesn't as it would just mean I would have to start download when I get back from work and not being able to play it till 3 hrs later (160gb)

I have preordered the game

I've never actually done it with Steam but I use Xbox remote downloads all the time and it works fine, even from 5G.

I know the mobile app can remote download from the other side of the world. Distance is irrelevant as long as both devices are running.

You did not specify that fact. In the future, please provide that information so no mixup will happen, or this will happen again in the future. The only thing you said was " such as being at work".
