As with anything, use it at your own risk.
Let me not get into how VAC would detect it, that information can be gained elsewhere and/or even from the TF2 forums I've seen enough evidence as to how you could/couldn't get banned for using it.
The thing is, I don't want to use it at all. But broken achievements are such a dissapointment. Look, because of a bug this game will forever show 99% completion.
I guess I'll have to do the RIGHT thing and BOTHER steam support with it.
It would be great if there was a "streamlined" way to "reset" broken achievement counters. That could easily keep thousands of people from ever trying SAM.
Interesting. Yet still unclear. But I'm not even too worried about a ban. More so that I wouldn't trust third party programs onto my computer that deal with steam. (not that there was any-much information out there about said program making it look malwareish).

I'll just go ahead and send Valve a ticket on the account in question and forward this discussion to them. I have 2 games stuck from 100% completion and I cannot reset the counters myself and will still rather not use SAM.
Maybe in a few weeks-months from now I'll get a reply/fix from the ones who are in charge.
It would be 2 achievements in 1 game and 1 achievement in another. I don't want to cheat chievs, I wouldn't be bothered by this if I just wanted to cheat all my chievs. It bothers me that I'm stuck at 99% forever.
If I were you, I still wouldn't use it if the Game is VAC secured (at all times).
1 of the games is purely singleplayer, the other is hardly ever played online anyways. I believe both have 0 VAC.
Now to figure out how to best contact steam about this, that support page is less than helpful.

- Squad Leader 2 (the counter must've bugged as I drove my cars through the level barrier at which one exploded and one kept running through the level barrier)

- Just too giving (no clue why it bugged, it just doesn't count anymore. The game has some crashes at certain points too, I wouldn't expect it not to be quite buggy)

Not sure that can be helpful, but it is a support page that is about issues with Steam and games. Especially since you mentioned "crashes".
Have you tried to verify the game files exactly as here..?

and then tried to unlock those achievements and avoid more crashes also maybe ?
Well, all I'm saying is that I'm not surprised it happened in Revolution Ace. It didn't crash at anytime wihle playing battle chains though. But the previous crashes were just a sign that it's probably not extremely well coded and thusly not too surprising that a chiev might bug out there.
And for Demolition Inc all 3+ cars should expolde on the level barrier but one kept running through it which I bet messed up the counter as it should've stopped counting inside the level as they explode at the barrier, I guess the counter is still virtually running somewhere to infinity as the car is outside the leve running for eternity. Kinda deal, idk.
I'll do the verify thing on both games and try again later, no problem. Doubt it'll help.
