I belive you can use a Paysafe Card on Steam to add funds, but if there's not enough money on the card for the minimum wallet top-up, you're out of luck.
There's a simple reason for this - security.
The makret is a controlled space, within Valve's operation. So, it makes more sense to use their own wallet. Because then, there's a clear track of the purchase all the way through, so it limits the chance to scam down to as much as possible.
NOw, conversely if you had the facility to use other forms of payment, you can absolutely bet you will invite all the scammers an chancers using stolen credit cards and other forms of scam. And here's the kicker - Valve WON'T be able to track that sort of thing, and likely will end up frustrating the user who lost out as well as costing them money.
