So as you are now in safe mode WITH NETWORKING, DO NOT reboot back into normal Windows yet.
Look at this list of software and compare it to your software that you have installed. Pay special attention to antivirus and antispyware programs.

Are you absolutely sure that you have no other program or similar programs from that list ? For example, a user could have a torrent client installed, but that is not listed.

So any torrent client can be suspect. Skype has been seen here in this forum to cause may issues with Steam in my experience alone. You can see that from searching the forum, if you wish.
I really have no idea at this point, according to what you have going on there. Upgrading to W10 and now trying to instal drivers and having problems with that, getting BSOD errors from time to time, having hardware including the motherboard replaced, not being able to connect in normal boot, no access to router or modem....lots of issues here clouding the troubleshooting process.
I can only highly suggest that you get rid of Skype and anything else listed or similarly listed. And I would stay in safe mode with networking while doing it.
There is a reason when you can connect in safe mode with networking and NOT normal boot and that is almost always software that conflicts with Steam.
But we also did driver updates here so maybe that had an affect on this. At this point, software conflicting with Steam in a normal boot is where my money is. (except for BSOD errors affecting this somehow)
Ok. I understand. Thank you SO much for your help. I'm going to try uninstalling Skype again in various ways and see if that works. Clearly something is going on seeing as I'm able to log into Steam in safe mode. I agree that there isn't much that can be cleared up at this point.
I appreciate your help a lot! Even if I end up needing to wipe, format, and reinstall Windows to get this to work, it'll be worth it because so many other options were checked.
If you want to or need to get help on the hardware and OS issues that you have, you can start a new thread when needed in that forum which I will link here momentarily in an edit to this post, and you can post the link to THIS thread there so anyone posting and trying to help you can see the history of what has been discussed and attempted, you see.
Finally, if you wish, you can post a screenshot of ALL of your installed programs from control panel view in W10 here in this thread, as your topic is still related to issues with Steam.

I suggest that you search or post in the game forum for whatever game you are getting cooldowns in, but FIRST you should read all pinned threads that may be posted in that forum so you are better informed before making new topics there.
Right click that game in your library and select "view forum" and that is where you should go about this.
There is no "fixing cooldowns" but you can fix what is causing the cooldowns. If you are having power interruptions for example, that still counts as being disconnected from the game. An abandon from a match is STILL an abandon from a match, no matter what the reason is.
Please get the idea of getting a cooldown removed early out of your head, as that is NOT going to happen. If you are getting 7 day cooldowns, then you have had at least 3 before that and there is NEVER a reason to get to a tier 4 cooldown because NOT getting to a tier 4 cooldown is totally within your control. You have at least 7 days to learn about this and fix the problems that cause your cooldowns.
Messaging support about cooldowns is pointless, as you need to fix this on YOU end, and Steam support is not going to come to your house to do it, you see.
