More information on your system when asking for help is always a good idea.
What network is this ? (home, school, business, etc.)
Ethernet directly from your modem to your PC or wireless connection using a router ?
What are your computer specs, especailly the operating system ?
What is your antivirus program and have you upgraded to Windows 10 from a previous OS on that computer ?

Okay so first off this is home internet and wireless no cable. I am currently still windows 8. My anti virus is currently turned off (because i think my firewall is blocking steam?) My operating system is Intel and processor is 13-3227U CPU @ 1.90GHz 1.90 GHz. And i am using a laptop (i know i have a bad processor but i just run games on the lowest settings)
Try using ethernet only directly from your PC to your modem. Test Steam that way first, after you have answered my question. Thanks.

Oh sorry. I am currently using Windows defender and i don't have a Ethernet cable sorry for making it so hard for you :c

If you cannot test this with ethernet only, then you cannot eliminate the first step as a possiblity. You can try resetting your router using the tiny reset button and not simply unplugging it but I cannot say that will help for sure.
Check this list for other software or similar software that you may have installed on that computer. Pay no attention to the fact that you may have had any software before and never seen this problem before.

If you complete these suggestions and see no results, the try this...
Boot your PC into safe mode WITH NETWORKING and try to log into your account again in that boot mode. You can stay in that boot and come back here to post.
