Boot your PC into safe mode WITH networking, and try to log into Steam that way. You can stay in that boot mode and come back here to post.

then that upgrade to Windows 10 will not solve anything, almost surely.
Use the internet to help you. You click start then type "msconfig" and click the result and then in the new window you click the boot tab and then safe boot. At the bottom, be sure to click that "network" box.

The function keys are another way of doing this, but the way I suggested for you to do it is easier to explain here and more accurate from my knowledge.
Also, you said that you have a new computer. Have you updated all the network (NIC and Wireless device) drivers on that computer, after downloading them from the manufacturer's website for Windows 8.1 ?
