how to add friends?

Thats so untrue that it literally hurts.

30 days old purchase is required only for market, if you spend 5 USD you can use friend invites + all the stuff coming with full access account on instant. Unless is not a server hiccup.

Stop giving tips if you don't understand it yourself.

You spent that 5,6 USD on what?
You don't have even the "One-Stop Shopper" badge which should automatically jump out when you buy a game on Steam.

i dont know what is" One-Stop Shopper" .One game is left 4 dead 2, the other is guns,gore and cannoli. i pay them using 网银, 37 RMB,about 5.6 USD

You're right, having taken a look at SteamDB, those two games accumulate to 37 Chinese Yuan which according to Google converts to around 5.7 USD.

they shouldn't be Pending or Failed transactions either.

The good Teutep asked you if you could see the games in your purchace history, the last link in his helpful post above, the same link that I have quoted here in this post. If you use that link, the games should show up there as well, that being your history of purchases on Steam.

Can you please see if that is true, if indeed you do see those two games you have described here in your purchase history ? Click that link and check, please. Thanks.
