2 weeks ago i could download at 41mega bytes per sec but now it will not go over 4mb/s

What changed?
Did you inspect anything, to see if that could be it?

Edit:
Its quite simple, something changed on your system and by system I mean your computer, your router, whatever you use to download games. The whole system.
It could be as small as an update for windows, or update on Steam, or as big as.... some additional PC with higher priority suddenly downloading all the time on the same network.
there are a lot of possibilities as to what could slow down your download experience

It could be if any people in your household are using the internet at the sametime or where u are if not. I t could be ur internet route or any other technical problem
