Your downloads are primarily limited by
1) your cpu
2) your disk IO
3) your antivirus killing disk IO
Steam can obliterate gig connections. Your issue is local
You should defo try another cable first and see if that solves your problem, or check the link speed you NIC is reporting in "Network and internet settings".
if you have killer series nic, then make sure you put in your mbps in the form, otherwise it picks its default and this will be your speed limit
check router, make sure there is no bandwidth throttling
check steam downloads page, no limits
check firewall
update to steam beta (they released a networking fix today, maybe that helps)
