Can't even break 10MB/s during downloads with Gigabit Plan.
I've been having this problem for a long time now, and it seriously drives me insane sometimes.

I used to download 30-40 MB/s. Which is still not what I would've liked, considering I have a Megabit per second speed of 900+ (But It was doable). But now It just keeps downloading around 5 Mb/s, rarely cracks 10 Mb/s, and it also stops a lot and continues. I have a friend who has a Gigabit plan and has had download speeds at 100 MB/s consistently, and I've seen it with my own eyes.

My upload speed is 45+ Mb/s and it shows. So the upload speed is fine. It's the download speed that is crapping out.

I've tried various different ways to potentially fix this problem but I haven't found a solution. I am using a Cat5E ethernet cable, so I'm actually not sure if that may be the problem.

I do also have problems with Disk usage speeds. Whenever I'm unpacking or finalizing a download, the disk usage likes to stop a lot, and then continue on with under 200 Kb/s. I've been downloading games onto my 2TB SSHD FireCuda which now has 200+ GBs of space left. I also have a 1TB HDD which was added from another PC I used to have. But the SSHD is my main drive for gaming.

Your downloads are primarily limited by

1) your cpu
2) your disk IO
3) your antivirus killing disk IO

Steam can obliterate gig connections. Your issue is local

Sounds like your NIC is capped at 100Mbit rather than 1000, Cat 5e cables can handle Gigabit, but sometimes, if the cable is damaged the link speed can drop from 1000Mbit to 100.

You should defo try another cable first and see if that solves your problem, or check the link speed you NIC is reporting in "Network and internet settings".

check network adaptor software and see if there is anything limiting this
if you have killer series nic, then make sure you put in your mbps in the form, otherwise it picks its default and this will be your speed limit
check router, make sure there is no bandwidth throttling
check steam downloads page, no limits
check firewall
update to steam beta (they released a networking fix today, maybe that helps)
