I think Belgium is right to ban this nonsense (at least till 21+ of age since you're less suseptible to not realizing the severity of the consequences). Even adults get addicted to gachagames to the point they get themselves into trouble financially, and socially. Since the rest of the world doesn't ban lootboxes or question gambling mechanics properly in law, companies just laugh and prevent a few million players from enjoying said gachagames or lootboxes.
In any case, likely you have an account wide ban on lootboxes due to the law in Belgium. Its not associated with your IP no, but a restriction on your account. Contact the Team Fortress team and let them know you are now in Turkey.
IP is simply used to detect where you are at the time of account creation or when they need to update restrictions..Locked Features are often directly associated with your account. Because of that I recommend contacting Steam Support since they are the team behind TF2 as well apparently.
Its possible your account's restrictions cannot be reverted though; be prepared for that. Unfortunately this is often the case with Nexon games.
