Saved Data not transferred between devices despite cloud being synced.

I have played a few steam games on my laptop. Recently I built a desktop PC and was hoping to play these games on my new device along with some other new games. However, upon booting up some of the games I had previously played I discovered that all my saved data was missing. Strangly enough this does not seem to be a problem on every game I had previously played. For example, I played the witcher 3 on my laptop for about an hour. I booted it back up and i was in the same place as I was before. Then I booted up the binding of Isaac which i had also played on my laptop and I was told I needed to start a new game. What's even stranger is that all of these games are cloud synced and even say that i have played the games before for a certain amount of hours along with showing me my achievements. I just dont understand what happened to my data and I would appreciate any help i could get.

You can manually download the files that were uploaded to the cloud, if they are not being downloaded on their own.

Down side is you may need to find out where to put them for each game.
