Let me get this straight
1) you can't log in to steam platform on your laptop
No one will use the words ''steam app'' when it comes to desktops and laptops
Yea, using "app" usually is more when someone uses a smart phone. Let me educate you about it's uses. As much as microsoft or other companies call them apps on pc, there not used like that by people who use pc's alot. We either call them by their name, for example if it is game, we call it by it's game name or we call it "STEAM" in your case., or call them EXE's. The EXE thing is usually used by more advanced users who program or know coding. For example, when i got help, a person recommended i change the EXE of the program and loading up.

NOTE: There is a risk but i imagine this will help you load up steam.
