Its fine if it errors; its closed at least, but still. Steam devs need to fix it.
In the client go to steam then exit.
No, that's NOT the normal thing to do. For many people, Steam just runs in the background, and nobody closes such programs before doing a shutdown.
That's also why operating systems like Windows tell running programs to shut down, before shutting down the system itself -- that way, software can still do whatever they want to do, like Steam properly closing down an ongoing download.
There's usually a timeout on those, though -- if the application still hasn't vanished after some time, it will be forcibly killed so the shutdown can proceed. That's why programs like a word processor will either just discard work-in-progress changes, or store them into a separate file that they can detect on the next launch; interacting with the user about saving is usually too time-consuming.
However, I noticed that it only happens when I shut down immediately after I stop playing a game. If I give it a few minutes, Windows shuts down normally. When the error does occur, the synchronization process completes and it looks like nothing is happening, but something is still going that errors out during shutdown. It hasn’t bothered me too much but I saw someone else reported it so maybe I’ll actually try to hunt it down.
