1. it wont let me manually disable
2. keep turning themselves back on after being disabled.

and do nothing but get in the way and/or eat up processor.

windos utity does nothing. I need a means to Forcibly override the windows systyems and disable and remove the (mostly) windows junk programs.

For windows Update:
in: Hkey_local_machine//system//currentcontrolset//services
find: UsoSvc, WaaSMedicSvc and wuauserv
Delete these keys to get rid of windows update (and its recovery stuff) as a background service
(change the start type value to 4 to just disable it though)
