Steam Not Using Full Download Speed
I'm having an issue with my new 1.5gb fiber internet connection, where it seems that only Steam is having major issues with actually utilising my full network speed compared to my previous cable connection. I've contacted my ISP, and because the issue is isolated to Steam they aren't able to help. I've tried many different troubleshooting steps and nothing seems to have helped. The things that I've tried are as follows:

  • Restarted PC and modem

  • Tried a different hard drive

  • Changed download server

  • Reset my Windows network settings using multiple commands in Command Prompt with
    Admin permissions:
    ipconfig /release /renew /flushdns
    netsh winsock reset / netsh int ip reset

  • Reset download cache

  • Redownloaded Steam by deleting everything except the .exe and steamapp folder

  • Updated network drivers

  • Ensured that my network adapter is set to use full duplex gigabit

  • Did an in-place Windows 11 reinstall

And still nothing seems to have fixed it. It's not a hardware limitation as I was able to reach higher speeds previously on Steam, and am getting my full download speed elsewhere.

Very frustrated and am unsure what else I can do.

It's down to your:
* Storage device
* CPU
* Anti-virus or other kernel-level drivers
* ISP

Pick one (or multiple).

Steam downloads and installs at the same time.

1. Downloading the encrypted and compressed chunk (Internet)
2. Decrypting and unpacking the chunk (Disk)
3. Applying the diff delta to a new copy of the patched file (Disk) [if it's a patch]
4. Deleting the previous now outdated copy of the file (Disk) [if it's a patch]

Either usage limits the other: Slower internet slows down disk progress, slow disk progress slows down chunk download.

Did you read my post? I already explained that it's not any of those and an issue that has only started recently.

Could be your ISP is throttling your speed, or even steam throttling it itself.

I've talked with my ISP, they aren't throttling it. Am unsure how to ask if Steam is doing so, they don't seem to have a way to contact them for help outside of this forum.

Im sure steam does it because thousands of people use it around the world. So it would make sense that steam throttles steam users downloads. If you download alot of games on one day, that can guarantee you probably would get throttled on steam. If not that, it could be as Ettainn suggested above.

BTW, all ISP's throttle their internet services. If you ever read that contract when you sign up for their service, they will put it in the contract. What ISP are you using CHjMP?

It hasn't been an issue at all in the past, so that leads me to believe that isn't the case.

A Canadian ISP, BellMTS. Previously I was with another ISP which was Shaw.

Ok, well it could be lots of things causing it sadly. That is the hard part of figuring it out. Could be something happening in Canada. Maybe someone else is using alot of internet in your house streaming movies or using their phones? Could be your city might need it for a emergency. Who knows.
