Down-Detector relies on multiple independent individuals reporting that a Website-[X] is down, and then if these multiple independent-sources of Individuals' Time-Frames of reporting their common problem of Website-[X] being down, aligns and overlaps, or multiple Individuals echo the same Website-[X] being down, then Down-Detector displays:
"User reports indicate problems at Steam"
...on their own website.
This is called; Aggregate-Data Collection, which they admit to in their Methodology[downdetector.com].
However the problem with this is, there have been certain-cases where Down-Detector said Website-[X] is down, when it in-fact, was not.
This is because:
This results in inaccurate generalization of a given property, that is actually just valid with relation to its parts. i.e. Relationship of The Parts vs. The Relationship of The Sum of All The Parts.
Thus magnifying Incorrect pieces of Data to & inadvertently or even ill-intentionally representing them as Statistically Accurate.
The Phenomenae of Entropy in the Universe, i.e., literally prevents anything & everything confined inside Spacetime, from being Static.
You would be correct in assuming you couldn't be.
In-fact, Steam's downtime is so common {https://steamstat.us/} ⟵ this Website, for the past 10-Years, displays at the very top in a blue-ribbon:
"🛠 Steam is down for routine maintenance every Tuesday."
This thus results in a 30~45 Minute downtime.
In exceptional-cases, such as DDoS-Attacks or other similar Critical cases, it may extend to a longer than 30~45 Minute.

It doesn't require users to report. It actually monitors Steam's services.
On Tuesday (today in the time zone that Valve is in) it even states "Steam is down for routine maintenance every Tuesday."
