The ones Valve lists on their FAQ page are all partnered with Valve officially. ie... legit.
the thread which you post the link is talking about Singapore Bank called "DBS/POSB Bank".
which somehow don't allow direct payment through Steam Platform.
somehow the partnership between DBS/POSB Bank and Steam cease this year for some unknown reasons.

and don't believe those who said retailers like "7 eleven stores" selling Steam Physical Gift Cards are scammers.
those people who state that are those who got the "7 eleven stores" Steam Physical Gift Cards through online purchase.
if you go to 7 eleven stores directly and purchase Steam Physical Gift Cards, totally no way of getting scammed at all.

remember this
1) chances are very high of getting Scammed if you go buy Steam Physical Gift Cards or Steam Gift Card Codes online and outside of Steam Platform
2) if you go to buy Steam Physical Gifts Cards personally by person at "7 eleven store", no way can you get scammed at all.

do not ever go to websites like
a) Carousell website and purchase Steam Gift Cards...........etc.
chances are extremely high that you will get scammed as that website got plenty of scammers.
All in all official store chains would not want the bad publicity of selling defective products on purpose, no matter how much they could gain from it in the short term. But for whatever reason, there have been cases, where a code has already been redeemed, maybe because their system grabs the wrong one (Gamestop as a name pops up from time to time). And getting anyone to aknowledge their fault at this is nigh impossible, as the stores demand proof, that they know Valve will not hand to you.
Like I said, does not happen often, but tends to stick out when it does. Still the official partner shops of Valve should be an okay solution, as hotsauce said.
Stay away from private resellers. Even if the codes are real, they have a high chance to be stolen and could get you into troubles later.

and you know what
1) majority of the people who got scammed went to Carousell website and try to get "her concert tickets" instead of going to the official source for the concert tickets.

it is not the organizers and Singapore fault if you go to 3rd party websites like Carousell to buy such things.
