Ask your parents, have you been 15-16 i bet thats your choise, but not at 13. and it dont matter what steam think here or allow , i doubt most here will not cross what your parent think's here.

and parents sometime give gift and other things, so you could spend money on something they want to gift you on birthday, so if i was you always talk with own parent.

This is really a question for your parents. You're allowed to do whatever they give you permission to do.

Do you have an eligible form of payment to use on store.steampowered.com? Are you buying a physical giftcard from a store? Do you have your parents permission?

Depends a little on the laws of your country. Here in Germany for example, there is an explicite exception to limited contract rights for minors, known as allowance money paragraph, that gives children of 7 and older the right to make purchases with money, that they were given for free use.

Or to put it more simple, if you are able to buy snacks at school or a cinema ticket without explicit permission, gift cards are most likely just as allowed in your legislation.
