@bidulless that doesn't explain why my gf's laptop has perfect download speed while I only get a third of it
no other platform has this issue and nothing on my pc, causes steams issue, that affect its download speeds.
now my steam downloading works flawlessly and majority of my bandwidth for steam downloading is basically limited close to near my full speed.
i have 600Mb download speed, which is 75MB speeds and i have steam limited to 68.8MB's
also as steam uses KB's or Kb's (mine is set too 68750KB's or 550000Kb's) , you may need to convert speed numbers, to put in the proper numbers, to get the desired limit.

Steam can obliterate 1gbps connections. Steam can transfer 500mpbs over trans atlantic lines.
your steam downloads are limited by
1) your CPU
2) your disk IO
3) your anti-virus
4) your ISP
Pick one
what i posted was the only fix i have ever had work.
its not cpu, not disk io, not antivirus and not the isp's, nothing to pick from.
