New Build Transfer
I'm getting ready to start a complete new desktop build and would like to know if the games I've already purchased on Steam with my old rig will transfer from that HHD to the SSD in my new build, or will I have to repurchase the games for my new build?

Games are tied to your Steam Account not computer. So no you will not have to repurchase them. Just sign into your account on the new pc and download the games.

There is a way to even copy the files over, as long as you do things right, to save a lot of downloading time. If you are not savvy on how to do this type of thing, best to just download them again as the helpful d3strOy3r said but this page might help :

EDIT............

Use this if you just don't want to lose that game save, unless you know how to manually move them also :

You can also allow Steam to transfer game files over network:
  1. Make sure both old and new PCs are connected to internet and same network, preferably via ethernet cable.
  2. Install Steam on new PC.
  3. Log onto your Steam account on both PCS.
  4. On both PCs, go to Settings -> Downloads and enable "Game File Transfer over Local Network."
  5. Install games as you normally would on new PC. Steam should display message stating files are being transferred over local network.

Thanks, as I knew one could transfer over Windows, but never even checked out this feature so much appreciated.

Feature is handy though probably Windows direct file transfer might be a bit faster.
