Valve isn't going to remove the keys...
Contact the developers of BDO. They are the only ones who can assist with removing the TFA and regaining access.
Best you can do on Steam is create another Steam account and re-buy the game on it.
One of the problems against you is this. You mismanaged your account. You request they remove the key (a rash decision), and they do it. Then next week you recover the account, "I want to re-add this key", and if you also added another key and now you want to play musical chairs with keys. No. Just no.
I mean there's other arguments against too. Valve isn't going to want account hijackers to mangle accounts with those requests. And arguably since you can't login to the BDO account at the moment it raises questions about whether you'd be authorized to make changes.
There's just lots of issues with off the wall requests. And most systems aren't going to accommodate you like that.
Try to recover the BDO account, and manage it better in the future.
